Bylaws of the Contemporary Chinese School of South Florida

1. Purposes
The Contemporary Chinese School of South Florida (CCS), is a
non-profit, non-political organization. CCS is initiated by the
Chinese Association of Science, Economics, and Culture of South
Florida (CASEC), and organized by a group of Chinese volunteers
in the South Florida area.
The main purposes of the CCS are to teach contemporary Chinese
(Simplified Chinese and the PinYin system), and to promote the
cultural exchange between Chinese and Americans.
2. Organization
2.1 Board of Directors
The Board of Directors is the governing authority of the CCS,
consisting of two regional boards of directors: the Miami board
and the Boca Raton board. Each regional board shall have 7-8 directors,
including one coordinator who organizes regional board meetings
concerning the regional CCS issues.
The Board shall elect an Executive Director who is responsible for
organizing regular and ad hoc board meetings concerning the
amendment of the CCS Bylaws, critical decisions of the CCS, and
coordinating the activities of the two regional boards and the school
campuses.
Each board director carries a tenure of two years. At the end of
each school year, 50% of the board directors may be replaced in an
election by parents orlegal guardians of registered students in the
previous and coming school year.At most one vote from the parents or
legal guardians of a registered student.50% or more of all eligible
parents constitute a quorum for an election. Board directors will be
selected from the candidates who receive the largest number of votes
in a ballot voting supervised by the Executive Director and/or the
regional coordinator. Only the ballot signed by the voting person is
valid.
All directors, including the Executive Director, are non-paid positions.
2.2 School Executive Committee
The School Executive Committee is the managing authority of the CCS,
consistingof two regional school executive committees: the Miami school
committee and theBoca Raton school committee. Each regional committee
shall consist of PrincipalDeputy Principal, and Treasurer. The Deputy
Principal and the Treasurer shall report to the Principal.
2.2.1 Principal
The Principal is responsible for managing school operation, hiring
teachers, coordinating public relations between the school and students,
parents, and the community. The principal shall be appointed by the
Board of Directors. The tenure of the Principal is one year with no pay.
2.2.2 Deputy Principal
The Deputy Principal shall also serve as the director of the academic
affairs. The main responsibility includes students recruiting and
admission, text book selection, curriculum development, class and
classroom scheduling, and serve as Acting Principal in the absence
of the Principal. The Deputy Principal shallbe nominated by the
Principal and approved by the regional board of directors. The
tenure of the Deputy Principal is one year with no pay.
2.2.3 Treasurer
The Treasurer is responsible for managing all school financial
activities and the custody of all school assets. The treasurer shall
be nominated by the principal and approved by the regional board
of directors. The tenure of the Treasure is one year with no pay.
2.3 Teachers
Teachers are responsible for planning, preparing, and conducting
classes. Theregional School Executive Committee selects qualified
teacher candidates from all applicants and make recommendations
to the Principal. The Principal makes the final decision.
Teachers of the CCS are paid positions. The amount of teaching
stipend is determined by the regional school executive committee
at the beginning of each semester based on the enrollment and the
financial situation of the school.
2.4 Committee of Parent Representatives
The Committee of Parent Representatives is responsible for collecting
andcommunicating the requirements and recommendations of the students
and parentsregarding school operation and curriculum development.
The Committee shall alsomonitor the school finance. The Committee of
Parent Representatives shall be elected from student parents every
semester.
2.5 Legal Council
The Legal Council is responsible for all legal affairs of CCS. The
Legal Council shall be nominated by the Executive Director of the
Board and approved by the Board of Directors. The tenure of the Legal
Council is one year with no pay.
3. Admission Requirements
Students of all gender, races, and nationalities, who want to learn
the Chineselanguage, Simplified Chinese characters, PinYin, and
the Chinese culture, and are at the age of four years or older, are
welcome to apply for the admission to either one of the two campuses
of the CCS. Classes at different levels shall be offered once a week
on weekends lasting about two hours. Actual class schedule shall
be determined by the regional School Executive Committees.
4. Tuition
Tuition schedule shall be determined by each School Executive
Committee. Tuition shall be mainly used for school operation expenses
and for teaching stipend to teachers. Students enrolled during the
semester shall pay proportionate tuition based on the length of the
semester. Proportionate refund shall be given to students who drop
after taking less than one third of the classes. No refund of tuition
otherwise.
The regional School Executive Committee shall provide a detailed
financial statement regarding the collection and allocation of
tuition to the regional Board of Directors every semester.
5. The CCS is an affirmative action/equal opportunity institution.
Appendix 1: Teacher Qualifications
1. Purpose
This document is drafted to establish a set of criteria of minimum
qualifications for teachers of the Contemporary Chinese School of
South Florida (CCS). The only purpose of establishing these criteria
is to assure the quality of education at the CCS.
2. Qualifications
2.1 Any person with Mandarin Chinese as his/her native language,
with a minimum four year college (or equivalent) education in a
Chinese University, and with a demonstrated proficiency in PinYin is
qualified as a candidate for the teaching positions at the CCS.
2.2 A degree in Chinese language from a Chinese Normal College in
Chinese language is highly desirable but not required. Other
qualifications, such as prior experience in Chinese language education,
kindergarten, elementary, and middle school teaching will be given
preferable consideration.
3. Employment
3.1 All qualified candidates should send their applications to the
principal of the school campus they intend to teach one month before
the school opening date.
3.2 The School Executive Committee will review all applications and
make recommendations to the Principal. The Principal makes the final
decision.
3.3 Qualified teaching candidates who are not hired for the current
semester or school year will constitute an active candidates pool
from which the replacement for teachers will be selected in case of
unforeseeable events.
3.3 Teachers at the CCS are paid positions. Legal work permission may
be required for employment.
